The Crime Branch, Crime Investigation Department is the most important unit in the police organization.
The Crime Branch is responsible to investigate, prosecute, and collect criminal intelligence. The State Special Branch collects, collates, and disseminates intelligence on various political and communist terrorist activities, as well as law and order issues like strikes and agitations, etc.
The functions of this department are clearly described on Page 223 Chapter 15, Bihar/Jharkhand Police Manual Section 410, and later.
Sec 409. Section 409. Section 409. (b) Refer to rule 7A (i),(b), and (c), for more information on the posting of superintendents who will be in charge of each department's separate wings. Another subordinate officer of the police will be assigned to each department for field operations.
Police Investigation Department
(c) Ministerial offices.-Assistants work in the Criminal Investigation Department. The Intelligence Department will however post ministerial officers of executive rank. They will create a cadre, and shall be appointed in accordance with the police Act (5.1861).
(d) Both departments will be filled by personnel from the transfer department. Direct recruitment will not take place. The Intelligence Department will recruit the "Reporters", who will be drawn from either the Steno Assistant Sub Inspectors, or Steno Sub Inspectors.(cid full form)

410. Function of the departments-(1) Different instructions are provided in a manual specific to the Intelligence Department. (cid full form)
(2) The functions of the Criminal Investigation Department shall include:
- (a) Information collection related to professional cases and classes of crime.
- (1) dacoity;
- (2) A highway, railway, and mail robbery
- (3) Counterfeiting stamps or coins, forging note, declaring that you have counterfiet stamps or money,
- (4) Professional poisoners may be able to poison you with drugs.
- (5) Swindling;
- (6) Criminal gangs are dealt with in cases under section 400, IPC. Also, proceedings under sections 110, Cr.P.C.
- (7) Professional criminals who operate beyond the boundaries one district.
- (8) These crimes are subject to special orders by Inspector-General.
- (b) (i). To control, advise and provide assistance, as the circumstances require, in inquiries or investigation into crimes of the group in (a).
- (iii). To provide assistance, control, or advice in investigations of serious crimes, in which assistance, control, or advice is requested or ordered by the InspectorGeneral or Government.
- (iii). For information about foreign criminals' movements or other matters that local police require assistance with.
- (c) To inquire regarding forgery of telegraphic rail receipts, postal frauds, or the movements foreign criminals. In similar cases, the department might also be asked for assistance.
- (d) Headquarters will have special squads to investigate cases. Each squad will have its investigators, who will investigate squad-related cases. Deputation may be sent to any part of the State if necessary. These types of squads may be used:
- Squad for cheating and defalcation
- Forged note and counterfeiting squad
Murder squad.
Railway Crime Squad (see Rule 680).
Eve teasing prevention squad
Additional offices will also be available for special work.
e) The Criminal Investigation Department headquarters will have a statistical section museum (Rule1386) and a library, record, law, and record sections. Experts should be appointed as the incharge. Annual stock verifications must be done on all items, books, and records in the museum.
(f) The following offices shall be available to this department:
Finger Print Bureau (Chapter 16),
Laboratory (Appendix 25,
Photo Bureau ( Appendix 22),
Dog Squad (Appendix83), where braches can also be placed in other areas.
Missing Persons Bureau ( Appendix 81)
Juvenile Aid Bureau ( Appendix 82)
The scientific examination will also be performed by the State Forensic Science Laboratory (Chapter43).
(g) Criminal Investigation Department to keep in contact with Inter-national Crime Police Orgnisation:-Instructions regarding collecting and disseminating information about crimes and criminals with an international complexion, their Finger Print slips, photographs etc, are given in Appendix 95.
(h) The Criminal Investigation Department should have information about the release date and location. These details will be sent to the Interpol Division of the C.B.I. This will ensure that foreigners are under constant surveillance.
The crime investigation section has a few more functions.
- Register, investigation, detection and prosecution of a specific class of cases or cases entrusted by the Government and DGP.
- Following prescribed procedures when conducting inquiries
- Maintenance, updating, and use of the Crime-Criminal Information System. Criminal records and crime. Implementation and planning of criminal intelligence systems. An analysis of crime to increase the detection, prevention and investigation in criminal cases.
- Coordination of investigation and related matters in the State and with other States and National Institutions/Organizations dealing with crime investigation and maintenance of crime & criminal records.
- Modernization, FPB and SCRB are professional, efficient and independent.
- Assist, advise, and report to the DGP in all matters related to investigation or prosecution.
- timely submission of reports to the relevant Central & State Govt. agencies.
- Answer to Parliamentary & Assembly questions on Crime and Other Matters relating To State Police, except those that are purely administrative.
- Rescue operations for victims of human trafficking: After rescue, provide protection and care to victims. Co-ordinate with other NGOs.
- Keep a data base for r/o trials and court disposals.
- Report on appeals made to the court.
- Refer to criminal and legal references before you make a report.
- Support the presentation of evidence in prosecution cases by coordinating with I/Os and conducting research.
- The police officers are issued identity cards by the photography cell.
- Assist in the detection of criminals, explosives checks, and anti-sabotage checks.
- CB-CID is able to support and assist the police district by either taking control of the entire investigation or sending one or two specialist investigating officers or civilian experts to the Police District. This includes visiting crime scenes and providing criminal intelligence and other information. It also provides specific advice on how to coordinate investigations within a state with another state.
